Phelan's position has been in doubt since Moyes was confirmed as Sir Alex Ferguson's successor, with the new manager keen to bring in Jimmy Lumsden, his first-team coach at Everton.
Moyes spoke with Phelan on Tuesday – 24 hours after meeting Ferguson, Steele and United first-team coach Rene Muelensteen at the club's Carrington training base – and told him that he would have a clearer idea of his plans by Friday.

Steele was given the same message with Moyes weighing up the possibility of bringing in Everton's goalkeeper coach Chris Woods.
Phelan has been No 2 to Ferguson – who signed the former England midfielder for £750,000 from Norwich in 1989 – for nearly five years, having previously worked as first-team coach since 2001.
The 50-year-old is known to be keen on a managerial role and was strongly linked with the Burnley job two years ago.

Steele has been at United since 2008 following spells with Manchester City and Blackburn. He had to find a new club when Mark Hughes brought in his own goalkeeping coach at City and is now in danger of having to do the same again.
Moyes finds himself in an awkward position, having to integrate the coaches he hopes to bring with him with the existing staff who worked so successfully under Ferguson.
With Ferguson confirming that Ryan Giggs, Paul Scholes and Nicky Butt will take on coaching roles at the club, Moyes has some re-organising to do and he is known to be keen to let staff know where they stand before they go on holiday in the next few weeks.
