The Roma gipsy beggars of Park Lane: 30 Romanians camp out with soiled duvets and cardboard boxes in exclusive London street

Using a rusting pair of scissors to trim his greying beard, Vasile declares his love for the Queen.
‘It is the Queen who helps and protects her people,’ he says, brushing the hair clippings from the duvet under which he has been sleeping rough.
‘The Queen cares for her people — everyone knows that. That is why we came from Romania, so she can help us, too.’
The 52-year-old Roma gipsy is one of about 30 Romanians sleeping on a now grubby patch of grass on a central reservation in London’s Park Lane near Marble Arch.

The rag-tag encampment with rows of soiled duvets, battered suitcases and cardboard boxes is in stark contrast to the nearby luxury car showrooms and pristine Georgian terraces.
As the city comes to life shortly after dawn, bare feet are thrust into grimy trainers and flip-flops, and lighters flare as the first cigarettes of the day are sparked up.
 
The younger women are dispatched to get coffee from a café while the older women roll up the duvets and cram them into dustbin liners. Early morning joggers in Hyde Park have to dodge the Romanians who have gone to find a secluded spot to use as a toilet.

Vasile, a stocky man with deep brown skin, grins to reveal a solitary crooked tooth. He acts as leader of the group and with a single wave of his hand silences younger men who dare to speak.
‘We want to find work. We did not come here to commit crime or beg,’ he says. ‘At the moment the only thing we do all day is scavenge for food in the rubbish bins.
‘We hope that someone from the Government will intervene and give us work and shelter, somewhere to live.’
Despite his protestations, it is believed that some of the Romanians beg on the streets of the West End. They have also been linked to pickpocketing gangs, as well as age-old scams such as pretending to have found a ‘gold’ ring on the street which they then sell for £20 to someone gullible.

Philippa Roe, leader of Westminster City Council, says: ‘There is an influx of these Romanians every year and it is a source of absolute frustration. The Government has to do more.
'I think we are particularly vulnerable and the UK may be an easy touch compared to other countries. There’s also a sense of intimidation with aggressive begging.
‘It is costing the council a huge amount of money to tackle the problem and that’s money we do not have. The residents and business community are not happy.’
Vasile, a father of four, arrived from Botosani, northern Romania, by bus at Victoria coach station just over a month ago. He and his family decided to sleep rough in Marble Arch because it is near a series of subways that offer shelter if it rains.

Oxford Street, Green Park and Hyde Park are minutes away, as well as some of the most affluent neighbourhoods such as Mayfair and Marylebone.
Councillor Nickie Aiken, responsible at Westminster for community protection, says: ‘We are spending thousands of pounds cleaning up after rough sleepers.
‘The particular problem here is largely with Roma people who have Romanian identity cards, some of whom drift into low-level crime, nuisance and intimidation.’
Bulgarians and Romanians gained the right to visa-free travel to the UK in 2007 when their countries joined the EU.

Vasile, who refused to give his full name, remains determined to stay in the capital over the summer.
‘I haven’t been stopped by the police,’ he says. ‘London is very beautiful. Perhaps the Queen will drive past us one day and take pity on us. That is what we hope.’

Man charged with stalking Jennifer Lawrence’s kin

Court documents show that a Canadian man is facing charges that he stalked the brother of Oscar-winning actress Jennifer Lawrence.

Twenty-three-year-old Zhao Han Cong of Vancouver, British Columbia, was ordered Friday to remain held until he could undergo a psychiatric examination to determine if the case against him can proceed.

FBI agents in Louisville, Kentucky, charged Cong on Monday with interstate stalking and repeated harassing phone communications.

Cong's attorney, public defender Donald J. Meier, requested the psychiatric exam. Cong has not yet entered a plea.

FBI Special Agent Richard Boswell III wrote in an affidavit that  Cong started contacting "B.L.," who is identified in a related state court record as the actress' brother Blaine Lawrence, on April 4. Boswell writes that Lawrence received numerous phone calls  and text messages from Cong.

ANC wants reliable cadres: Mantashe

The ruling party wants reliable cadres to take South Africa into the future, said ANC secretary-general Gwede Mantashe on Friday.

“There is a difference between a member and a cadre, you have to go through a process to become a cadre,” Mantashe told ANC members at a memorial lecture for the late Moses Kotane.

“You must be reliable... This year, it's the beginning of the decade of the cadre.”

Mantashe said a party could not produce a cadre that was competent, disciplined, committed and contentious with only one lecture a year.

He told members they could not become cadres if they had the attitude of what was in it for them.

“You are not a cadre who could take the country and party forward.”

He said a person who could not differentiate between resources of a municipality and what was his was also not welcome.

“Yours is the salary, that's all,” he said to huge approval of the members.

Mantashe said the party wanted community leaders who would get involved during community protests. Destroying a school to get a road was wrong.

Referring to Moses Kotane, Mantashe said future cadres would be measured against the values lived by Kotane, a former general secretary of the Communist Party in South Africa.

Kotane died in Russia and was buried at the Novodevichy Cemetery in Moscow in 1978.

Mantashe said Kotane believed in non-racialism and despised white supremacy.

“The enemy of the liberation movement was not the white people. It was the domination by white people that was the enemy.”

He said Kotane also believed in unity and was committed to hard work to the course of the people.

“One outstanding quality of Kotane, he was incorruptible,” said Mantashe.

The ANC secretary-general said Kotane was a man who would never let you down, do something behind your back or deceive a person.

British citizens might need visa to visit SA

In the near future, tourists from Britain might have to obtain visa to visit South Africa. The announcement was made in Parliament by Home Affairs Minister Naledi Pandor.


Pandor reportedly said with Britain seemingly reluctant to lift the visa requirements for South Africans which were instituted amid the forgery of passports four years ago, this country might have to consider such a move.

The announcement was received with mixed views across tourism sector. Prof Sanette Ferreira of Stellenbosch University disagreed with the implementation of a visa system for the wrong reasons.


Ferreira says it could work if it was done for state security reasons, and if an efficient, speedy application system could be put in place, but conceded that complex logistics with visa applications would probably deter British visitors.

Tourism expert, Martin van Niekerk says requiring British tourists to obtain visas to visit the country could negatively affect the country's economy. Van Niekerk further says it would be short-sighted as Britain was South Africa's largest tourist market.

Earlier this week, Pandor announced that the new smart identity card would be rolled out from July this year.  She said it would replace the green bar coded ID which is expected to be phased out over the next eight years.

    The Home Affairs Department also announced that it would stop processing asylum seekers from Angola in August this year, in line with a resolution of the United Nations High Commission for Refugees

The Home Affairs minister says there would be three offices per province to process the new smart card from July. She said they were busy setting up and it's going to be an exciting development for the country that they had a secure identity card, a modern one that would be more manageable than the ID book.

Amanda Bynes' needs 'psychiatric help'

Los Angeles - Amanda Bynes' parents don't think she needs to go to rehab.

The She's The Man star - who was charged with attempted evidence tampering, reckless endangerment and marijuana possession in court on Friday after police received a report of a disorderly person and arrested her at her New York City apartment on Thursday - is being encouraged by her concerned parents Rick and Lynn to seek in-patient treatment at a psychiatric hospital.

A source told gossip website RadarOnline.com that her family don't think her "problem is rooted in an addiction to drugs".

The family insider added: "Amanda has been clearly using drugs, yes, including marijuana, but that is just the symptom. The fact is Amanda suffers from severe mental health issues that she refuses to accept. Rick and Lynn want her to seek in-patient treatment at a psychiatric hospital so she can be properly treated."

The 27-year-old actress allegedly began displaying strange behaviour in her late teens.

A source said: "She even thought there were tracking devices in smoke detectors in her family home and would place sheets over them. Amanda also hears voices. It's so sad for her family to watch her unravel like this."

Parents 'powerless'

But Amanda is still resisting help and "doesn't think she has anything wrong with her. She refuses to see a psychiatrist and says everyone is just out to get her!'"

Following the former Nickelodeon star's arrest on Thursday it was revealed that her parents hope to secure a temporary conservatorship to give them legal control over her while she gets help.

But a source said: "They were advised that even as disturbing as Amanda's behaviour is, it's very unlikely that a judge would sign off on a temporary conservatorship.

"Conservatorships are very hard to get and being mentally ill and addicted to drugs isn't enough. Amanda hasn't ever [sic] been to rehab or ever agreed to see a mental health professional. Her parents are absolutely powerless to do anything at this point.''

US urges Nigeria to avoid rights abuses

Addis Ababa - US Secretary of State John Kerry Saturday renewed a plea to Nigerian authorities to ensure the military does not carry out atrocities against civilians in its clampdown on Islamic militants.

Nigeria declared a state of emergency in three northeastern states on 14 May as it launched a military offensive to end Boko Haram's four-year insurgency.

"Boko Haram is a terrorist organisation and they have killed wantonly and upset the normal governance of Nigeria in fundamental ways that are unacceptable," Kerry told reporters on the sidelines of an African Union summit.

"We defend the right completely of the government of Nigeria to defend itself and to fight back against terrorists. That said I have raised the issue of human rights with the government," he stressed.

Activists as well as the United States have voiced concerns over the fighting, with Nigeria's military regularly criticised over its response to the insurgency due to allegations of major abuses.

3 600 lives lost

"We all of us try to hold to the highest standards of behaviour," Kerry said in a joint press conference with Ethiopian Foreign Minister Tedros Adhanom Ghebreyesus. "One person's atrocity does not excuse another's."

He insisted the authorities should not seek revenge, saying the best way forward was "good governance, it's ridding yourself of the terrorist organisations so you can establish a standard of law that others can respect".

A 7 May attack in northern Bama saw insurgents disguised in military uniforms break into a prison and attack several government buildings, leaving 55 people dead. The women and children were around the sites at the moment of the attack and were taken hostage and only finally released on Friday.

The conflict is estimated to have cost 3 600 lives since 2009, including killings by the security services.

Kerry added that "to their credit the government has acknowledged that there have been some problems, they're working to try to control it."

New planes for presidency: Report

Johannesburg - The defence force will buy new presidential jets and planes as soon as possible, the Saturday Star reported.

Defence Minister Nosiviwe Mapisa-Nqakula told the Cape Town Press Club on Friday the department was spending millions each week on chartering aircraft because many of the current planes were so old.

According to the report the department was looking into buying VVIP (very very important people) jets as well as strategic airlifting capacity planes as soon as possible.

"We're running out of time," Mapisa-Nqakula said.

She said the Treasury had allocated money to buy the new planes.

These new aircraft would charter VVIP's including President Jacob Zuma, the deputy president, former presidents and the minister and deputy minister of defence, the Saturday Star reported.

"Every week we pay millions of rand chartering aircraft for strategic airlift capability, which far exceeds the money we would have spent by purchasing," Mapisa-Nqakula said.

"If you look at some of our aircraft, they're 60 to 62-years-old and should be museum pieces. I won't elaborate on some of the experiences I've had... but this process [to buy aircraft] must begin."

In 2009 Deputy President Kgalema Motlanthe had to make an emergency landing in the Democratic Republic of the Congo after problems with his jet and in 2011 the aircraft he was due to travel in had problems before take-off from Waterkloof Air Force Base in Pretoria.

Last year Mapisa-Nqakula cancelled plans to buy a R2bn presidential jet.
