The England and Chelsea star looks set to be available on a free transfer this summer.
Rodgers is a big fan of the left-back Cole, who he knows from his time at Chelsea, where he worked as youth team coach and reserve manager, before moving to Watford in 2008.
Cole's future at Stamford Bridge is looking in increasing doubt with the 33-year-old being marginalised by boss Jose Mourinho, who has preferred to play right-back Cesar Azpilicueta out of position instead.
Cole would be a boost to Rodger's exciting title-chasing squad.
And although he knows he would face competition from 21-year-old Jon Flanagan, Cole is understood to be interested in the move to Anfield.

Lampard rejected the American club last summer but has a two-year deal. on the table.
The Major League Soccer outfit are willing to pay the England midfielder £72,000 a week to follow in the footsteps of David Beckham.
Lampard is having almost a replica season to last year - with Chelsea making no attempt yet to open talks about a new deal.
They waited until mid-May until giving him a one-year extension.
But this season the midfielder has found himself with stiff competition for a place in the Blues' starting line-up.
Lampard - who is 36 on June 20 - has seen £21m Nemanja Matic make a superb impression in one of the two holding midfield roles, following his arrival from Benfica in January for £21m.

Ramires and John Obi Mikel can also play there, as can Holland international Marco van Ginkel, who arrived from Vitesse Arnhem for £8m in the summer.
Van Ginkel, 21 - who has been compared to a young Lampard or Steven Gerrard by boss Mourinho - is close to a return, having suffered a cruciate knee ligament injury in September.
Club record goal-scorer Lampard - who was an unused sub in the 6-0 win over Arsenal on Saturday - is now concerned about whether Chelsea plan to give him a new deal.
Lampard - who is due to wed TV presenter Christine Bleakley in the summer - is understood to like the idea of the Californian lifestyle, but is concerned about dropping out of the Premier League.
If Chelsea do not make him an offer, a possible alternative could be to join Brighton, if they are promoted to the top flight.
Last season the Championship club were keen to offer Lampard a two-year deal and make him skipper, and like LA Galaxy, have not lost interest.
